What is the best free web design software for someone who has no experience?

I am looking to design a website for a possible job and I need to find a good free web-designing software to help me. I have been trying with NetObjects Fusion, but it’s not even coming close to what I need to do. Can anyone recommend a good free web-design software for me? I have never done any web designing or HTML work so I need something easy to work with. Also, do you know of any web-design software I could buy that is fairly inexpensive? [Less than $200] Thanks.
