Web design using Photoshop?

Okay, I know you can create a web page template using photoshop. My question is, after creating your design, how do you make it interactive? Is it split up and put into different languages like CSS for the background and js for the buttons?

For an example of what I am trying to create, see this site: www.cdbaby.com
I want a simple layout with cool, interactive links and images. Is there a tutorial somewhere?
