Tips to improve my website…?

I’m looking for tips to improve my website. I made it for a grade ten programming project and it’s being marked this weekend (so don’t suggest a complete overhaul). Mind you, I only started programming (QuickBASIC) at the beginning of the year and then moved to HTML in February, so I probably won’t understand some of the more complicated suggestions. I also taught myself the CSS, so its quite likely some of it is being used incorrectly. Mainly I’m looking for tips in visual design, but I’ll also appreciate coding advice. Oh and one more thing: I want to make my main background GIF semi-transparent (say 95% opacity). I had it previuosly working but as soon as I set auto margins and a position:relative (for the main DIV tag for the whole site), the opacity command stopped working. Thanks.

I’m looking for a little more detailed advice. I also cant use flash, I used PS to make the main news animation.
Sometimes, it loads all weird (fixed by a refresh) and sometimes it doesn’t. Advice?
