i need help with Web Design?

i’m an absolute beginner in Web Design. I liked this free CSS template http://www.csstemplatesfree.org/templates/Organic-Design/

just wanted to know how would i design such a template, should i use Photoshop first or Dreamweaver?

And would you suggest any tutorial for that?!!
